A broad alliance of European industry associations and companies calls on the European Parliament to extend CBAM comprehensively to additional steel- and aluminium-intensive downstream products. While the ITRE Committee has proposed a broad structural extension, the ENVI Committee’s position covers only around 220 additional customs codes. As a result, many downstream industries remain exposed to carbon leakage risks: European manufacturers bear the carbon costs of the EU ETS, while imported finished products are often not subject to equivalent costs. Ahead of the upcoming plenary vote, the signatories therefore call on the European Parliament to include further downstream products in order to ensure a level playing field, safeguard investment in industrial decarbonisation and prevent the relocation of industrial value creation outside Europe.
